Based on an information exchange conducted in April 2008 among more than 225 brokers and more than 100 benefits decision-makers, this report compares and contrasts the views of brokers and employers in the area of executive decision-making, specifically the extent to which C-Level executives influence the benefits decision-making process. Brokers also share their opinions about open enrollment, how their organizations manage enrollment, and provide reactions to the concept of a personalized enrollment form.
